Notice of application published. A preliminary hearing with regard to admissibility of the appeal took place on 14 May 2003. The Tribunal gave judgment on the admissibility of the appeal on 5 August 2003. The appeal was dismissed on the grounds that the Tribunal did not have jurisdiction to entertain it.
